Army Information Technology Enterprise Solutions 3 Hardware (ITES 3H) contract: what Is It?

The Department of the Army purchases much of its Information Technology (IT) equipment through a program administered by the Assistant Secretary for Acquisition, Logistics and Technology (OASALT), Program Executive Office, Enterprise Information Systems (PEO-EIS), PD Computer Hardware, Enterprise Software and Solutions (PD CHESS).

The U.S. Army Small Computer Program (ASCP), in coordination with the Army Contracting Agency (ACA), Information Technology, E-Commerce and Commercial Contracting Center (ITEC4), requires contracts to support the Army’s requirements covering a full range of IT equipment for server, storage, and network environments; for related integration services; and for maintenance/warranty of legacy IT equipment.

State-of-the-art commercial IT equipment and related services, including installation, integration, etc. for worldwide support consist of the following:

The total value of the program could exceed $5 billion. The Army anticipates granting as many as eight contract awards, structured as Indefinite-Delivery, Indefinite-Quality (IDIQ) contracts, with a single, three-year base period plus two, one-year options.

Who should be Interested?

With the government concentrating more of its purchases into large IDIQ contracts in recent years, ITES 3H will likely be one of very few opportunities to sell small computing equipment to the Army.

The ITES 3H contract replaces the expiring ITES 2H contract, which has six incumbents. However, the Army anticipates as many as eight awards for ITES 3H, with three reserved for small businesses.

The primary NAICS code for the ITES 3H contract will be 334111: Electronic Computer Manufacturing. The small business size standard will be 1,000 employees.

Things you should Know

Contractors will be required to support up to a top Secret security clearance with Sensitive Compartmented Information (SCI), however most orders will require only a Secret security clearance.

The primary place of performance for this contract will be Virginia’s Fort Belvoir, but support could be needed worldwide.

Industry days for the ITES 3H opportunity have already been held. Deltek anticipates that a solicitation will be released in August 2012, with awards to be granted in June of 2013.
